I assume the voltage at the led's on Wilba's sequencer pcb will be 5 volts but want to double check to be sure. I just want to test some various resistors to get the right brightness before I solder.

Do not solder resistors to PCB, use sockets, so you can test different values.

Yes, 5 volt, but make sure you test using the PCB (not just a breadboard) as the matrix wiring reduces the brightness a bit.
