Correct, imho because otherwise some encoder-turning events might get lost. A matrix always has a limited scan time per input line. Normal tactile switches are pressed at least a hundred milliseconds or so, these events will always be captured. But fast-turned encoders might pulse the input lines much faster and for shorter durations.
