Using BPMicro programmer to program PIC

Has anyone used a universal programmer to program their PICs with the bootloader? I'm trying to use a BPMicro BP-1200 that I have here at work and I'm not having any luck. Just loading the hex file into the software doesn't appear to be working properly - I end up with an empty buffer. The software claims it supports the 18F452 so it should work, unless I'm missing something.
