Short circuit on the Pic 18F452

I've built the sid device , but I found when tying to run the voltage regulator on the core module  ???got very hot and the device wouldn't run. I checked the circuit and finally found that the Pic had a dead short between the + & -

the Vdd and the Vss (out of the socket) is this a dud chip or have I programed it wrong? How dose one test the chip to see if its a good one? I've built my own Pic programmer.

Yes, it appears as if it is faulty, I just checked one of my chips, and it is not a short between pins 11, 12.

are you sure it's on the 18f452??? not on the pcb?? remove the 18f and test the pcb too be sure!

It's strange if the pic has a short on VSS and VDD...
