Modwheel vibrato - for live playing

This  method sounds pretty good, but it seems the first 50% of my mod wheel does almost nothing, and it really ramps up at the last 30%.

Does anyone have a better method?  The goal is that the mod wheel controls both the depth and speed of the vibrato.
