Newbie: bad Cap on SID module?

Hello,  I think I may have a bad Cap on my SID module, but i'm not for sure.  I'm building the SID module kit from Smash TV's shop.  I tested the voltage going in and coming out of the bridge rectifier and they are both 15Vdc.  At the very first Cap(.33uF) the voltage totally dies or is only like .05Vdc.  Does this mean the Cap is bad?  I'm totally new to electronics.  There is no voltage at all at IC1?

Thanks in advance for your help.

I don't have a SID module, but from looking on the schematic i asume there is a break in the pcb track. If the voltage out of the receiver is OK, and on the same track closer to C6 is 0V, that indicates a broken track.

If the cap is shorten it shouldnt be any voltage out of the bridge..
