Tap-Tempo Footswitch

I see that a bunch of people have asked about this and no one has really replied. I'll give it a shot though.....

I'm looking at building a MIDI tap tempo footswitch.

Something like either of these things (that I can't afford to buy): http://midisolutions.com/prodfsw.htm or http://www.ploytec.de/34oneII/

I have absolutely no experience building/programming MIDI stuff, is this a little too ambitious for a debut project? I've built/modded a bunch of non-MIDI things in my time.

Any help would be greatly appreciated.
