From the merchant's point of view it makes perfect sense to ship worldwide if you are charging the customer for shipping and handling as there is nothing to lose, and increased sales to gain... That sounds logical at first but is not the whole truth. Shipping abroad means modified workflows, training for employees, and other issues that are simply not worth it for the occasional customer from the US.
