Sample programs are intended as a service to (commercial or educational) customers who will on the long run decide to use some of their products commercially (i.e. in volume) because MCP was nice and helpful to them. As soon as 95% of the sample "customers" are hobbyists who want to save a few bucks while at the same time making MCP pay international postage fees and logistics, I can definitely understand why they changed their policy...S Quote
