Core No Voltage @ IC1:Vdd(32) - IC1:Vss(31) = 5V

Hey I have assembled my core board (SmashTV) and am not getting the 5V at IC1:Vdd(32) - IC1:Vss(31) = 5V... The other pins are getting the req'd 5V... When I trace those pins I find that that pin IC1:Vss(31) connects to J15 pin "E" and IC1:Vdd(32) connects to J15 pin "RW"... Upon looking at this it would seem that there will only be a voltage present with the chip installed cos uninstalled it looks like an open thus no 5V...

Is this correct to assume?

I did the exact same thing when I built mine at first. Its because if you go from the image on the contruction guide the dots that indicate where those pins are is in the wrong place, when I counted out the pins I found the right ones and 5v popped on screen.

Is it the one on the Ucapps Core module page?
