Measuring 6.72 volts in IC1 of the SID module

I got my CORE up and running!

I soldered everything onto the SID module board, and tested the voltage between pin 14 and pin 28 of IC!, the SID chip plug.  I'm only measuring 6.72 volts.  I'm using a 9v battery and connecting it to J1 of the SID module.  6.2 volts when I change the polarity.  Measuring the battery alone gives me 8.5 volts.

What's going on?

Connecting the 9V battery to J1 will not work. The rectifier produces a voltage drop and the 7809/7812 will not produce the desired voltage. The input on J1 needs to be ~3-5V above the desired voltage.
