where is the cheapest place to get led rings with or without encoders? (like the bcf2000)

DIY with basic leds

you could make 2Boards... the buttom board - with the encoder on it and its Shiftregisters and resistors... and a top board with the Leds on it and its Shiftregisters and Resistors...---and then drill a hole in the LED boards, for the Encoder shaft... this make the DIY Board-design (if single sided is the only way...) and so on much easier...

The BCRs are SMD LEDs with some transparent Plastik-shafts on it... plastic waste... when you use 1mm standard LEDs and drill holes for that in your Front-Panel - Then this looks the same way...
