First you get the datasheets of the sound chip, then make up some hardware, buy the parts, assemble it then look at a lot of source of emulators for that sound chip (iirc MAME has an excellent APU emu), write some software, beta test it and release it. Simple question, tough to answer...1.) Buy a copy of The Art of Electronics2.) Read the entire book from cover to cover3.) Buy as many electronics kits as you can4.) Build all kits and study schematics until you know why the circuit is designed the way it is5.) Fix those kits when they don't work - figure out where you messed them up6.) Buy a PIC development kit7.) Learn PIC assembly language8.) Buy a copy of Eagle9.) Buy a copy of The Circuit Designer's Companion10.) Read the entire book from cover to cover11.) Use knowledge gained from step #10 to use tool from step #812.) Contact as many parts vendors as possible - learn about different sizes, shapes, and electrical characteristics of all parts13.) Buy some CAD program14.) Read all documentation of CAD program and start designing panels that line up with all parts on pcb designs from step #1115.) Order prototypes of pcbs and panels16.) Assemble them, find problems, redesign, reorder17.) Read every message on MIDIbox, Electro-Music and GroupDIY forums. Read all email messages on SDIY email list.18.) Buy and read all Electronotes19.)
